Method

Figures are IRS gross collections by state from Table 5 of the IRS Data Book, for each federal fiscal year. They cover individual income and payroll taxes, corporate income tax, excise, estate and gift taxes, before refunds.

The IRS assigns a collection to the state of the filer's address. A corporation's taxes are counted where it files, usually its headquarters, so the series measures taxes collected from filers in Texas rather than taxes borne by Texas residents alone.

The share is Texas's collections over the IRS's total for the year. Can Texas Make It? uses Texas's average share over fiscal 2019 to 2024 to apportion federal interest and borrowing.
